There are tons of ways to make the water reflection of an image using adobe Photoshop. This post will be a kind of tutorial and walk you through each steps in very clear and precise manner so that you can make yourself a cool looking image with water reflection. So lets get going. Every single work you do on Photoshop has to be done on a canvas. For this tutorial lets make a new file with the document size as shown below in the image

Step 1: Create a document size as shown belowome

Step 2: Open the image that you would like to have reflected then go to Image -> Canvas Size and make the changes as in the image

Step 3:  Change the Width from Inches to Percent and type 200 to height as shown in the image below.

Once you have made those changes you should now see the canvas size increasing by 100% in height this is where our reflection will be placed and with some changes and some extra effects we will have a great looking water reflection image.

Step 4: Now make a copy of that layer i.e duplicate the layer you can do this by using a short key "Ctrl=J". This will create a duplicate of the image. make sure you have the "Rulers" and "Snaps" checked if you are not aware how to do this check out the image below this will make you lie easier.

Step 5: Make another two copies of the image this will be our reflection or mirror image. Now select one image and transform to do this you can use the short key "Ctrl+t" this will help you make reflection of the image. Drag the image to the bottom which will give you a reflection now like shown below.

Step 6: Now comes the fun part, create a copy of reflected image and with that layer selected go to "filter menu->motion blur" and make some tweaks with the settings a little to give it glassy effect don't worry if you  are not aware on what settings to change in motion blur simple make the changes as in the image and you are good to go.

this might make your reflected image look more like ice than the reflection. To make it look like reflection simply select the "Smudge tool" and move it back and forth in straight line this will make your image look more like mirror and reflected.

So there you go only with just 6 simple steps you can make the reflection of any image.
